Yes and yes. The PWA requires a minimum number of pilots for each position in a bid period (aircraft and seat), that is based on the amount of flying and known absences in that bid period, the ALV, and the previous 12 months' reserve and premium pay flying. Historically, Delta has staffed positions somewhere above that, although I'm not sure by how much.
