SWA still allows "cabin only" if no or expired passport if seats are available. Some other airlines will deny any access.
Neither the TSA or FAA require a passport to Jumpseat. It's a holdover from the early days of CASS before pictures were added. Some airlines have continued to require it and at airlines that don't require many agents still ask. Hopefully it will get better.
