BTW, my brief into the ATL on a Cavu day is: "Std vmc brief. Any questions?" (How many bazillion times has an ATL pilot flown into ATL? I really don't think I need any more brief than this to be safe. YMMV.)
It wasn't a permissions issue, it was communicating.

And I've seen the crustiest of the crusties try and build that RNAV visual into the most CAVU day in ATL despite my attempts to persuade him otherwise. Phone call to ATC followed the landing.

Also, our pilot corps is quickly being filled with many without fms experience. So a little extra communications should not be frowned upon. JMO.
