Nope. I don't know that. Sounds like something was taken out of context or misconstrued.
Given that every dollar DPA collects is used to kick ALPA off the property or sue a fellow Delta pilot it would appear that your conspiracy theory is underfunded, comparatively speaking.
Again, the way ALPA beats DPA is by providing better service and results.
