The title doesn't say TSA is getting them from Envoy at the expense of Envoy pilots.
Every regional gets airplanes at the expense of another regionals' pilots. TSA didn't take concessions to get them so it's just another case of AAG screwing Envoy, not TSA screwing Envoy.
