In the airline biz, an order isn't "fulfilled" until you've done a revenue leg in it. Of course that's mostly tongue in cheek, but yeah, any aircraft that a company hasn't taken delivery of can essentially be delayed indefinitely. (My best guess is that the order can't be canceled once there is paint on the airplane, but even then, I'm sure there's a cancellation fee that can be paid if you want out of the order bad enough).
