For everyone who argues the survey response being low means pilots don't believe it matters, there will be another who argues the survey response being low means those pilots trust ALPA and will be content with the results.
Neither side can prove why someone did not fill out the survey, and to say otherwise, is pure conjecture.

I think it's pretty obvious that apathy is the reason. The DPA might be dead, but there are still around 4000 that keep renewing their cards. That puts the odds of me being correct squarely in my favor.
