I don't see this as quality control. In order for Delta to do this, 9E would have to own 100% of the regional feed. With regional spread among several different carriers it's impossible to have quality control.

Now Delta may route 900's or 175's on this route if there is a high amount of international travel to collect first class fees. 9E would be in this position along with other carriers. This is the "top notch" service I believe the OP was referring to. Delta is spending money on regional product as a whole...not just 9E.
