Many airlines crews use internally ACTIVE ipads in flight. One of the many "apps" is a built-in camera that is no different electronically then any of the other apps. Actually, it doesn't seek any outside assistance or information that I'm aware of. Pressing that icon vs. any of the others means nothing. Now, I can see the point of the pilot not flying overlooking his duties to use it to take pictures at times when he shouldn't like short-final, etc. (to say nothing of the pilot flying), but in non-sterile cruise flight, the use of that icons abilities isn't an issue.
I think that piece was simply a mountain made out of a molehill in many respects.
