Cash? Overseas? What is this, 1994?
Why not whip out your travelers checks while at it?
Use a credit card. One that does not charge international fees. Capital One is a good choice.
Use one card that's specifically used for international transactions only.
You get the best exchange rate. Period.
You don't get hassled with transaction fees. Period.
If you lose your card or it gets hacked, it's not a big deal. Period. (I had mine hacked in Dubai; cc company covered all losses and I had a brand new card in 2 days.)
Keep cash transactions to a minimum, and trips to an ATM at an absolute minimum.
If you're really super paranoid about this stuff, get a prepaid card at WalMart. That works too, but you're still paying for a minimal convenience.
I've been working and living overseas for years- credit cards are the only way to go.
(Unless you're in one of the few shiiteholes that don't take them... Ethiopia and Uzbekistan come to mind. Otherwise, MasterCard is accepted pretty much EVERYwhere.
And you ALWAYS a get the best exchange rate.
