Here's 3.
1.) Cant risk 1st year pay.
2.) Lives in base - perhaps enjoys seeing his kids and wife a lot.
3.) Thinks he can make one move instead of two.
I'm sure there are thousands more. Just as there are thousands of reasons someone WOULD come to F9.
