Is that not how displacement works? Is displacement so costly to the company that it's better to be imbalanced & start DH'ing guys around to fill the gaps? An attempt to avoid training requirements [goes to the cost issue, I suppose]? Or is this an attempt by the company to "work with" people?

Yes, that's exactly how displacements and awards work. I think there are a few factors involved with the company deciding to do it this way versus displacement. Call me paranoid but, IMO, one of the big reasons is they don't want to create "bad blood" with the pilots just before a contract negotiation. As you said, it also creates a lot of training with no freezes and with the company looking for sim time everywhere, they do not want to generate more training than necessary. MD's also cost money in possible moving expenses.

Those are just three reasons off the top of my head. I'm sure there are many more.
