When I flew the guppy, if the dispatcher applied it, it was a big problem. Flight planning is a dual responsibility. Usually couldn't talk him out of it. Having said that, we have a lot of new dispatchers without much experience. You could get a wide variety of plans.

Frankly, why are we arguing this? It's a real issue, not BS. In my opinion not applying it has your head buried in the sand. Alternate routes, clear of weather is about the only thing you can do.
