I would imagine that sort of thing is self-correcting. Similar to a FO adding most everyone to his no-fly list, but even better at highlighting yourself. Some categories are flying almost exclusively with newhires (i.e. NYC NB categories). A Captain that can't work well with newhires would be known to the mentors, then the CP, almost immediately.
This whole episode (the Hyper Critical Capt.) reminds me of something a 727 Captain said to me when I was a new hire engineer,
"You know Timmy, it's such an easy job, yet some guys work so hard at phucking it up!"
He then reclined his seat and checked his eyelids for holes...
