We have the 89,000lbs mtow mod so i can't speak to other airlines and how they operate. I am not going to say it's not impossible that, in the perfect scenario, there may be a time that some bags might need to be left behind. But it would be a very very rare occurrence.
Again, nobody said anything about SLC- Montana flights. Re-read. It was also a problem on LGA-DFW flights, so bad that Delta started blocking off seats so that they wouldn't have to bump people. And just this summer on SLC-FAR/OMA there were weight restrictions where yes people, not just bags, were left behind.
The mod has nothing to do with it. It's the climb performance, and second segment climb. You could have a MGTOW of 180,000, but if it can't meet the 2nd segment climb performance, than you're payload limited.
