That wasn't a weight restriction necessarily, those seats were more than likely purchased by the freight forwarding companies for the express purpose of leaving them empty to accommodate more freight underneath. I've been going to HKG for ten years and I've never seen that many empty seats.
Seems like semantics to me, but I honestly didn't get HKG very often because I was pretty junior. You've obviously got more experience and currency than me. Having said that, I do remember taxiing above MGTOW every departure out of there. I think aircraft limit weights have been raised since I left the plane, as well.
