The next paragraph states that a non-uniformed crewmember trying to clear screening out of uniform in the normal screening lanes will not have an exemption for the liquids.
So it boils down to if you use the normal lanes or TSA pre check out of uniform they can take your stuff, if you use KCM out of uniform it is good to go. The memo also clarified, at least for me, that KCM can be used at any time by the crewmember. Company business or personal travel.
I think Sailing is mostly correct. Basically the memo states that if you go through KCM out of uniform then you may use the liquid exemption. If, while you re going through KCM, you are selected for additional screening, you MAY not be afforded the liquid exemption.
I've been commuting out of uniform (mostly) for several years using TSA Pre Check and just comply with the liquid ban. It's not real difficult and I don't find it at all inconvenient. I have KCM at my home airport but for some reason it is much more painful to go through KCM than TSA Precheck. For some reason my home airport is an outlier when it comes to the norm of KCM and I can't stand commuting in uniform.
