I guess my question is before that, (when the panel meets before they even bring you in) do they know "why" you didn't make it the first time? Do they see notes or the summary from the first interview and maybe just looking to see if you "fixed it"?

Odds are very high you will be asked about it anyway. So you will have to explain it, not knowing if they know or not. But odds are they know. What difference does it really make though? All you can do is your best anyway. I wouldn't sweat that part of it.
