One year lock on equipment for a new hire (two years for subsequent equipment, unless due to displacement); locks don't apply if bidding into a new category or first-time captain upgrade.

No freeze on base. I don't think it's still true, but last year through about September, many new hires were getting NYC and bidding over to ATL before they even got done with indoc. I think a few even got out west in a similar move (NYC awarded, SLC/LAX before training complete). As I say, though, I haven't seen or heard of that more recently than about September--someone will be along shortly to correct me if I'm wrong!
