Here is a fair way to look at most OOB transactions:
1). If you want to fly in my base, bid it.
2). If no one in my base wants it, then you can bid the trip.
3). The base's flying belongs to the base, and is on loan to the pilot that holds it. If he doesn't fly it, it belings in my base's open time, not your buddy in another, according to any individual's whims.
One more time. Out of base white slips never went ahead of in base reserves who wanted to fly. If a in base reserve puts in a yellow slip he gets the trip ahead of the out of base white slip.
The company demanded the change to the current system. The old system was better for me as a reserve. It allowed me more not fewer options.
