That page shows me at 100%+ in some bases where I can clearly hold the equipment. I think it uses the min. So if you're 95 out of 100 in your base, but the min is 90, you show up at 100%+. I don't think that's very accurate. The best thing is the detailed report that shows up after each bid. It shows exactly how many people in each BES and where they are as a perentage.
