I believe the relative senority on the bid screen uses the manpower model from the monthly staffing list. New hire pilots who have not finished IOE in a BES don't show up as active pilots on the staffing roster. Of course you can still bid whatever you want with the understanding that you'll be junior wherever you go! If there's a vacancy and no pilot sr. to bidding an assignment (and no restriction) you'll get it.
