You are correct awarded but never implemented, as there was never a joint contract with East/West.
The easiest way to understand the sides in this battle is this. First take any personal theories of right and wrong out and look at it like an accountant.
I will use American as the example because it will be easy for you to relate as you don't have intimate knowledge of all the history here.

West view. You were just hired at LUS, but American had guys on furlough and were in bankruptcy when merged. Therefor you should be placed ahead of all those American guys on the new list, and because at LUS you would have upgraded in the 190 in a year. Also relatively, the Furloughed American guy was at the bottom of his list anyway, so he loses nothing by staying there. that is the NIC award.
East view
The list should be merged via DOH, and the new hire should not be placed in front of a 17 year pilot that had never been furloughed. Obviously straight DOH would not be fair to the West so fences were proposed, but rejected. In reality it was LOS, but I'm trying to avoid an argument as I am trying to answer your question.
After the NIC, ALPA had a meeting at WYE river. Fences were again proposed with the NIC, this too was rejected by the West.
ALPA gone USAPA in, and the fight has raged ever since.
I think a 3 way would probably be the fairest way at this point but.
I do think the West will try to use the NIC again, perhaps even try something worse to punish the East. Who knows, but at your seniority level, it shouldn't effect you.
The West is committed to the Nic and have no choice but to demand it. They will. The East will not likely propose straight DOH, but not sure what strategic model they will propose, other then to reject the Nic as they too are committed to that position. LAA will likely argue a hybrid model that neither is or is not a function of the Nic per se, but one that maximizes pre-merger career expectations of all pilots in aircraft, routes and pay.
ANY committee that tries to pile on to "punish" another pilot group will only end up hurting themselves.
