We know that the reason for the FDA is to lower monthly costs associated with getting crews in position, and assuming a base with 80 crews (number I heard), 330K/80 = $4125/month. Obviously they will offer a number lower than this, and we can plainly see that this number won't cover the costs associated with renting in HK.
