As for the upgrade, the "merit" based is that you are eligible (not seat locked), have the minimum total time for the position and have no one ahead of you waiting for that same position.
There is no real "time with company" for the upgrade.
Take a serious look at EAS! Lots of great people over at EAS.
Details on the seatlock? New hires? I havent seen that yet.
