You have to request under "Pilot RSV Duty Assignment" and not under normal open time. You can request the trip any time you want. If a line holder pics it up it'll obviously deny you when it's time for it to process.
I think it's actually titled "Pilot RSV open time bid east coast". That's the aggressive pickup window.
