Are you 100% sure a true OTS was hired w/o a four year degree? I just reviewed the requirements section of airlineapps under "my application", "compare my app" and there it states general requirements, among others:

"Graduate of a four-year degree program from a college or university accredited by a U.S. Dept. of Education recognized accrediting organization.
Degrees obtained from a non-U.S. institution must be evaluated for equivalency to U.S. degrees by a member organization of the National Association of Credential Evaluation Services (NACES)"

I know under flow and SSP there have been a few with no degree allowed, but that is a whole other animal in that program.

I just mention this because at times we hear about how Thelma's brothers wife's uncles moms neice's son that flew with that captain 2 years ago heard someone got on with a two year degree.
