As far as GS vs WS, the reason guys fill up with WS's is that they are junior and they realize they will never see a GS, so they fill up at straight pay and take away "your" GS. The temerity!
That is a compelling reason to have a system where you just put in WS and all flying over certain thresholds pays a premium. You could even have it such that guys projected above 80 (for example) go after guys projected under.
That way you don't have the "do I put in for a GS or WS?" decision, where the pilot has to make a best guess based on a lot of factors, and after the fact never has to say "had I but known that junior guys were getting GSs then I wouldn't have put in a WS"... or vice versa.
I'm not even sure that I am in favor of such a system. All pay systems have their pros and cons. But this is a discussion that will no doubt continue.
