It is, I didn't mean to imply that part 91 legs don't happen frequently, you just can not in any case charge your customer for the repo portion. It sounded like his itinerary included mentioned the repo and cost possibly separate from the main cost of the charter? If the quote didn't include anything about "repo" and simply covered the entire cost, it would be legal, like you say, with enough profit margin. If there is any separate charge or mention of one due to the repo portion, then it's not legal.
