Ok and how, exactly, would you fly what you bid without having completed IOE? It's kind of a chicken or the egg scenarion. You can't fly without IOE, but you take trips away from line holders (and pay protect them for it) to complete this IOE and you still bi*** about it.
As far as the pay cut, have you actually brought this to anyone's attention? Maybe it was oversight?
