Actually, it sounds like the CG dude got tripped up during the psych eval and the flight ops board accepted the non-hire recommendation. Everyone that is successful on day 1 gets a CJO, if you have issues on day 2 you might not meet all the conditions of your conditional job offer and have that offer rescinded. So it's not a case of flight ops saying yes but being overruled by HR, but in fact a case of flight ops saying "based on information received on day 2, we are reconsidering the job offer we specifically told you was conditional." In the end, flight ops makes the go/no-go decision.
