Sandrich, I don't think anyone at RAH suspects the SLI is worth more than toilet paper, but I'm not exactly in the know. I under the impression it's dead for all intents and purposes. Good luck regardless of where you're applying.
I don't know about the timeframe but there is no logical reason to exclude RAH pilots. If they want to work for F9 they will have the same opportunity as anyone else. If someone at F9 can be quoted as saying otherwise they should be called out. I can think of two or three pilots at RAH that would have a short interview process, but I also know they don't want to be "hired" at F9 so it is a moot point. If you work for RAH and want to fly at F9 you should apply.
