To clarify, yes you are full at YOUR guarantee (adjusted by VTS, MLOA, etc) but if you are at guarantee - 1 minute they can assign you a trip not to exceed ALV+15.
In the past a rsv was considered full at ALV-2:00. You couldn't be assigned a trip to exceed ALV. Now they can take you much higher than in the past, hence my comment about YS'ing on RSV not really being worth it anymore.
