No, doesn't sound like a job for a ALPA rep....maybe someone on the staff who doesn't fly and has an ALPA retirement, but more likely you just have to live with it.
Your friend needs to take my advice and not call crew scheduling in future such cases. Call the Delta MEC and ask to call one of the 2-3 former scheduling supervisors that your dues money is now paying to be on the ALPA payroll. These guys are outstanding and can get you an answer pretty quickly. They also have a good relationship with the company and can run "triage" when the line pilot cannot.
