Maybe the best way to put it is "There are no NEW 717b positions planned for ATL"

I'm thinking that, with ATL being a 'decent' commute from the west coast, and NYC being a high percentage of commuters from all over, there will most likely be SOME movement created in each of the current 717 bases as guys bid west.
