You do not need a Microsoft account to add apps on the Surface EFB. Go to the Windows Store app and select the app you want to install. I don't have my tablet with me right now, but somewhere on one of those pages is an option to do a one time install without signing in with a Microsoft account. (not the greatest explanation...I know, sorry).

I even talked to a Delta IT rep who told me how to add MyRadar to the Delta side of the tablet. She said that was OK since it was directly work related.

If I can get to my tablet and get better directions, I will add them.

Big Warning: DO NOT opt to switch a local account to a Microsoft Account while on the Delta partition. That may sound tempting, but it'll really mess things up until you figure out how to undo it. Trust me on this one.
