You answered your own questions about people being hired without internal recs. It does happen. I'm not sure how the application process works now, but since you don't have an internal rec, perhaps you could attach LORs from your supervisor or check pilot.

It is an uphill batter getting hired without internal recs. You have to become a regular at the job fairs and have qualifications that separate you from the average applicant.
