Just because its been "on file" for a while doesn't mean its ever been scored. Plus, any query that forces it to be scored will at least get it scored currently. Usually that means more flight time and perhaps other things (degrees, vol work, etc) as well as a longer time with an active app, which supposedly does mean something as well.
