Empty threat. Where are they gonna get WB airplanes to fly if they cancel Boeing and Airbus orders? The Russians or Chinese? Their business plan calls for using WBs. They'd be cutting off their nose to spite their face by canceling orders. It'd be the best thing that could happen.
Problem is that even without the Ex-Im bank deals they will continue to be subsidized by their respective countries. The real issue is that Saudi Arabia, UAE, and Quatar realize that within a decade their oil based economies will go back to being supported by tourism money during the pilgrimage to Mecca....doesn't quite pay the bills these days. So, they are transitioning their economies into airline based economies that will be supported by cheap fuel they can provide. We might be able to even the playing field with the Ex-Im financing, but we won't stop them from subsidizing their respective carriers.
