I'm sure it depends on the cost each airline pays to rebook on another airline. frontier probably doesn't want to pay a lot more money to United then what they took in from passengers. Say a F9 passenger bought a ticket for $60 but United charges $100. F9 would not only lose the $60 but have to pay an additional $40 to get the passenger on United.
