I'm not sure where you guys are getting this, but no pilot is phone liable when they are on a trip. Reserve pilots are considered line pilots when they are on a trip in terms of phone liability, which isn't required at all.
The only way for the company to reassign any pilot (reserve and lineholders) is to do so via ACARS or someone meeting you at the gate. If you have a cell phone, you are not responsible to have it on or bring it with you on a trip. You can answer it and get reassigned that way, but you aren't required to.
A pilot could use their house phone for being on reserve. You can't bring your house phone with you on a trip.
