So anything no prescribed in the contract is proscribed. What a sad way to do business, and a really crummy form of employee relations. However, those in control of the union and management probably like the control....
It wasn't very long ago that if something was not proscribed it was allowed, so long as no laws or regs were violated. What have we come to?
