You pick your sim partner, they do make transitioning captains pair with new hires. If you get a captain as a sim partner you will be more senior for picking sim. The only thing is that when I transitioned last summer captains could only bid on SLC spots.
? Nobody in my new-hire class got to pick their sim partner. We just bid for slots. So you could kinda, sorta 'pick' a partner if two of you were close in class seniority and you both bid for the same slot...
