I think your APD will work. The APD will work down to 25% of reserves required available. For example, even if 12 reserves are required and only 4 are available it would work taking reserves down to 3/12 = 25%.

So unless you are in a category like NYC 73N B that routinely has around 15 required and zero available you are in luck.

Finally your APD will run before any other drops so the coverage will most likely be good because it will pretty much be based on the initial PBS run which is programmed to ensure adequate reserves.
