I would think the company has a vested interest in doing the oral first. If you bust the oral, but you haven't had sims, it's easy to let someone go. If they've invested all the money in the sims already, then what...retrain and give them another shot? I don't know I don't work in the training department but that's my take. I find it suspect the man allows it for one carrier but not another.
I see where you're coming from. One thing about the FAA is that each FSDO may have a different interpretation of the regs. Unless OKC says they must do things a certain way, the FSDO (POI, APM, etc.) is who the airlines answer to unless OKC tells them otherwise. As an APD, my greatest frustration is when OKC changes what they want at a moments notice and sometimes these changes are contrary to what the regs say (particularly regarding the Restricted ATP). Of course, the materials they give us examiners is outdated when they make said changes.

PSA gives everyone multiple attempts at passing the oral/sim checkride, regardless of whether the oral is attempted before or after the sim.
