Maybe you should read that section again. It says they must meet and discuss increasing the minimum. Not that they must actually do anything. Doug doesn't want to give up his cheap labor, needs to staff the new planes.
Of course he doesn't but he doesn't want a bunch of 10 year captains running around in his CRJ-900's either. During a crew news session he said he wants pilots to stay at the WO'ed for 6-8 years and move on. That keeps his cost down.
