ATTENTION ALL AMERICAN EAGLE PILOTS:
RE: FLIGHT 4539/20 JUNE YYZ-BOS
FLIGHT 4539 ENCOUNTERED SOME DIFFICULTIES TODAY
DURING THEIR INITIAL LANDING ATTEMPT. THE CREW
ELECTED TO GO-AROUND AND LANDED SUCESSFULLY ON
THEIR SECOND ATTEMPT. THE AIRCRAFT WAS STOPPED ON
THE RUNWAY AND ALL PAX AND CREW MEMBERS DEPLANED
WITHOUT ANY INJURIES. THE AIRCRAFT DID SUSTAIN
SOME DAMAGE TO THE FLAPS AND BELLY PANEL. WE ARE
INVESTIGATING THE EVENT, IN COOPERATION WITH ALL
AUTHORITIES, AND WILL KEEP YOU UPDATED AS WE KNOW
MORE.

RE: UPDATE ON YYZ-BOS FLIGHT
I WOULD LIKE TO PROVIDE AN UPDATE ON THE LATEST
DEVELOPMENTS REGARDING THE INCIDENT THAT OCCURRED WITH
ONE OF OUR FLIGHTS IN BOSTON. AS MANY ARE PROBABLY AWARE,
FOOTAGE IS AVAILABLE DEPICTICTING THE AIRCRAFT CONTACTING
THE GROUND WITH THE LANDING GEAR RETRACTED. A TEAM
COMPRISED OF REPRESENTATIVES FROM AE, EMBRAER, THE NTSB AND
THE FAA HAVE CONDUCTED TESTS ON THE AIRCRAFT TO DETERMINE IF
ANY MECHANICAL DISCREPANCIES COULD BE FOUND. INITIAL RESULTS
INDICATE A POSSIBLE FAILURE OF A LANDING GEAR COMPONENT THAT
MAY HAVE GIVEN FALSE INDICATIONS TO THE PILOTS THAT THE
LANDING GEAR WAS DOWN AND LOCKED PRIOR TO LANDING. WE WILL
PROVIDE ADDITIONAL DETAILS AS THEY BECOME AVAILABLE.

FLIGHT OPERATIONS AND FLIGHT SAFETY CONTINUE TO WORK WITH
ALL PARTIES INVOLVED IN THE INVESTIGATION OF THE INCIDENT
THAT OCCURRED IN BOS ON JUNE 20.

IN THE MEANTIME, THE FOLLOWING GUIDANCE HAS BEEN ISSUED AS
A F4 SAFETY MESSAGE ON ALL EMB RELEASES:

WHENEVER THE EICAS WARNING LG/LEVER DISAGREE MESSAGE IS
PRESENTED AFTER GEAR EXTENSION, THE LANDING GEAR SHOULD
BE CONSIDERED UNSAFE, REGARDLESS OF GEAR POSITION
INDICATIONS ON THE EICAS OR RMU. AN IMMEDIATE GO AROUND
MUST BE INITIATED, AND THE EMERG/ABNORM PROCEDURE
LG/ LEVER DISAGREE MUST BE FOLLOWED.

While Eagle can't say what the problem was until the NTSB makes a determination, it seems plausable to presume from these messages that it was mechanical, and not a crew issue.
