At this point they just should block all FO's until they tell the company they meet the minimums. Then the pilot will be unlocked, and if they lied, it's completely on them. Maybe allow a 20 hour buffer for one month out. Some of these class dates are less than 30 days out and it is possibly to think you will get the time and then fly less than 20 hours.

They could raise the minimums to 1050 SIC hours and say you can bid it as long as you are within 50.
