Unfortunately even though it's "FAR" legal, skeds has "buffers" that prevent that and even picking up a white slip that's close to the limit.

After missing out on a convenient trip once, I asked the scheduler what the buffer specifically was and they couldn't state, but just that the only time they can go down to the 10:30 limit is when they are assigning GS's.
