Upon reaching a fleet of eighty-nine (89) aircraft, no further increases will be made to that aircraft rate."

The way I read this is no more quarterly adjustments are made to basic pay rates based upon delivery of airplane #90. Those deliveries up to #89 require the quarterly pay adjustments.
